It's for your camlock tailstock.

dvbydt:
Not a camlock eccentric - only an off centre  M10 zinc plated washer. Made me think though. How are they made? Can't be punched OD and ID at the same time. Must be a progressive tool, ID first, index then OD. This one must have escaped inspection control!
