Quick Change Tool Post Troubles

All of a sudden I am having trouble releasing the tool from the post. It worked perfectly before, now it requires a lot of force to release. When I removed it from the lathe I found this tiny set screw sticking out about an 1/8th". Thinking it may have backed out I screwed it in until was flush with bottom. It was quite tight going back in, so I don't think it backed out on its own. I have no idea what it does.
