I might be missing the obvious here....but how do you tell the time......

To tell the time from that watch, look at your cellphone (or own "proper" watch); that should have the correct time. Then look at the fancy (f)Art watch, mentally counting crocodile 1, crocodile 2, crocodile 3 etc....
If you can count crocodiles, it will give you the time down to the _second_
