The part of the story, they didn't include is the part about the government department that handles the freebee's said you have to have two things in order to get it or any ship for free!
An army of lawyers to do the paper work  :smart: which would fill the dry dock  :jaw: and time it will take to get it all approved.  :bugeye:

The change we needed in government we needed more paper work and more lawyers  :doh:
